Planning Commission Meeting

March 18, 2008

1.  Call to order/roll call

Meeting called to order by Chairman Bill Roskams at 6:03 p.m. at the Scott Town Hall.  Present:  Paul VandenPlas, Jeff Zlatohlavek, Bob Fuhr, Bill Roskams, Mike  VanLanen, Beth Fritsche, Secretary; Anita Zipperer and Town Planner, Dave Cerny.  Dale Herold was excused. 

2.  Approve minutes of February, 2008, meeting

J. Zlatohlavek moved to approve the minutes of the February 28, 2008, meeting.   B. Fuhr seconded.  All in favor. Motion carried.

3.  Public input

None

4.  Review/take action on proposed amendments to Town’s Stormwater Ordinance, the proposed Illicit Discharge Ordinance, and the proposed Erosion Control Ordinance.

D. Cerny referred the Commission to his staff comments (attachment 1, pp 1-2) and to copies of the Stormwater Ordinance (attachment 2, pp. 1-29), Illicit Discharge Ordinance (attachment 3, pp. 1-13) and Construction Erosion Control Ordinance (attachment 4, pp. 1-16).  Discussion ensued.  D. Cerny will follow up on permit duration in the erosion control ordinance (p.12) and time to make corrections (p. 14, item D).  Commission members agreed that the proposed ordinances are required to ensure that the Town will be in conformance with DNR regulations.  M. VanLanen  moved to recommend to the Town Board that they adopt the three ordinances as presented.  B. Fritsche seconded.  All in favor.  Motion passed.

5.  Review/discuss proposed amendments to the Town’s ordinances

D. Cerny distributed the Town of Scott Code of Ordinances (attachment 5) and referred members to the final Zoning Ordinance documents, Town of Scott Zoning Map and Comprehensive Town Plan book. 

6.  Review/discuss the Town’s Comprehensive Plan Implementation Checklist

D. Cerny distributed Chapter 9, Implementation, of the Comprehensive Plan (attachment 6, pp. 195-206).  Members will review this information and prioritize it for next month’s meeting. 

7.  Next meeting of Planning Commission

The next meeting will be April 24, 2008, at 6:00 p.m.

8.  Attendee for Town Board meeting

Jeff Zlatohlavek will attend the next meeting of the Town Board.

9.   Adjourn

M. VanLanen moved to adjourn, J. Zlatohlavek seconded.  All in favor. Meeting adjourned
