Call to order/roll call
Meeting
called to order by Chairman Bill Roskams at 6:02 P.M. at the Scott Town Hall.
Present: Paul VandenPlas,
Jeff Zlatohlavek, Bob Fuhr, Bill Roskams, Dale Herold, Lori Walschinski,
Anita Zipperer and Town Planner, Dave Cerny. Mike VanLanen was excused.

Approve Minutes of June Meeting

Fuhr moved to approve the minutes of the June 28, 2007, meeting.

Communications
D.
Cerny updated the commission on WS Packaging’s proposed development on the
southwest corner of Hwy 54 and Hemlock Rd, in the City of Green Bay.
5.
Review/Take Action on a Request for Rezoning of Parcel #SC-518 (19.04
acres) and SC-525-1 (14.23 acres) from R-1 Residential to B2 General Commercial.
Parcels are located north of HWY 54, on the west of CTH ‘T’ (New Franken Road)

Cerny referred the Commission to his staff comments (Attachment 1, page 1) and
reminded the Commission that this land is currently zoned R-1 residential and
that zoning is in line with the comprehensive Town plan.

Motion passed.
6.
Review/discuss proposed amendments to the Town’s Ordinances
D.
Cerny referred Commission members to his staff comments (Attachment 1, pages 1
& 2) and presented a proposed ordinance relating to sexual offenders’
residency restrictions (Attachment 2, pages 1-4). He also distributed an opinion from the Department of
Corrections regarding such an ordinance (Attachment 3, pages 1-3) and shared
information from the Brown County Sheriff’s Department.
Concern was expressed regarding the Town’s potential liability for
enforcement of such an ordinance. Additionally, Brown County law enforcement is
currently aware of offenders’ whereabouts and has a process in place to
communicate that information to local citizens. If offenders go underground because of residency
restrictions, they will be much more difficult for law enforcement and Town
officials to track. Based on experts’ recommendations, D. Cerny recommended
that the Commission encourage the Town Board to not pass the ordinance.
Based on the Commission’s review of information from the Department of
Corrections and the Brown County Sheriff’s Department, Bob Fuhr moved to
recommend that the Town Board not develop an ordinance relating to sexual
offenders’ residency restrictions at this time because of issues of
enforcement and lack of effectiveness and the ordinance’s potential to cause
sexual offenders to go underground and not register with law enforcement as they
currently do. D Herold seconded.
All in favor, motion carried.

Representative to attend Town Board meeting on August 7, 2007
