Planning Commission Meeting

February 28, 2008

 

1.  Call to order/roll call

Meeting called to order by Chairman Bill Roskams at 6:00 P.M. at the Scott Town Hall.  Present:  Paul VandenPlas, Jeff Zlatohlavek, Bob Fuhr, Bill Roskams, Mike  VanLanen, Dale Herold, Beth Fritsche, Anita Zipperer and Town Planner, Dave Cerny.    

 2.  Approve Minutes of December, 2007, Meeting

M. VanLanen moved to approve the minutes of the December 20, 2007, meeting.  B. Fuhr seconded.  All in favor. Motion carried.

 3.  Public Input

None

 4. Communications

Beth Fritsche was introduced as the new Plan Commission member.

 5.  Review/’Take Action on a Proposed Certified Survey Map (CSM) for Parcel #SC-493-I located on the southeast corner of Champeau Road and Edmund Road

D. Cerny referenced comments on his staff report (Item 5, Attachment 1) and the Certified Survey Map (Item 5, Attachment 1, pp. 1-3).  Five of the Joint Planning Commission members have responded to the poll about holding a meeting and approval of the CSM.  All five were in agreement that a meeting was not necessary and were in agreement with approval of the CSM.  Following discussion, M. VanLanen moved to accept CSM as presented. J. Zlatohlavek seconded.  All in favor.  Motion carried.

 6.  Review/Take action on a proposed amendment to the Reclamation Plan for the N.E.A./ Tordeaur Quarry located on Church Road

D. Cerny distributed a letter from Northeast Asphalt, Inc., two drawings of their proposal and an aerial map.  (Item 6, Attachment 1, pp. 1-4.)  N.E.A. representatives explained that they feel the new proposal would be safer and more aestheticlly pleasing than to end the quarry in a highwall.  Cerny informed members that this proposal would require an amendment to the Town’s non-metallic mining ordinance to allow a quarry wall to be tapered starting 50’ from a lot line. He suggested that the 3 to 1 slope extend into the water and that it would be helpful for the Commission to see a big picture illustration of where both N.E.A./Tordeaur and Daanen and Janssen quarries will end up.  Discussion followed.

D. Herold made a motion that the non-metallic mining ordinance be amended to accommodate sloping for reclamation to include quarry activity to occur up to 50’ of a property line if it is in the best interest of public safety and aesthetic value of the property.  The motion failed for lack of a second. 

Concern was expressed that any change to the ordinance would apply to all quarries in the Town and that information about the bigger picture is required to make the decision.

D. Herold moved to table any recommendation until the next meeting, pending receipt of more information from all quarries in the Town.  J. Zlatohlavek seconded.  All in favor.  Motion carried.

7.  Review proposed Natural and Archeological Resource Preservation Ordinance

D. Cerny reviewed printed information relevant to this item including: a draft of the Natural and Archeological Resource Preservation Ordinance (Item 7, attachment 1, pp. 1-13); 2 handouts from Janet Speth of the University of Wisconsin-Fox Valley (Item 7, Attachment 2, pp. 1-19); and Strategies for Preserving Natural Features in the Town of Scott (Item 7, Attachment 3, pp. 1-9).  Discussion ensued.  B. Roskams suggested revision of the proposed ordinance Section 6, Item 2.c. to remove the word “enforcement”. He also encouraged language in the ordinance to allow for a variety of lot sizes within conservation by design developments.  D. Cerny will continue to work on the proposed ordinance.

8.  Representative to attend Town Board Meeting on March 11, 2008.

J. Zlatohlavek will attend.

9.  Next regular Plan Commission meeting is on March 27, 2008.

A second meeting will be scheduled on Tuesday, March 18, to review the Comprehensive Plan checklist, review new and proposed ordinances, and update Commission members’ files with adopted ordinances.

B. Fuhr moved to adjourn.  J. Zlatohlavek seconded.  All in favor.  Meeting adjourned at 7:45 p.m.
