Planning Commission Meeting

August 23, 2007

 

 

1.  Call to order/roll call

Meeting called to order by Chairman Bill Roskams at 6:03 P.M. at the Scott Town Hall.  Present:  Paul VandenPlas, Jeff Zlatohlavek, Bob Fuhr, Bill Roskams, Dale Herold, Lori Walschinski, and Town Planner, Dave Cerny.  Anita Zipperer & Mike VanLanen were excused. 

 

 

2.  Approve Minutes of June Meeting

Plan Commission Minutes from July 26, 2007

 

Motion by J. Zlatohlavek, seconded by Lori to approve the Plan Commission minutes from July 26. 2007. All in favor. Motion carried.

 

 

3.  Public Input

None

 

 

4.  Communications

Cerny presented communications regarding; 1) The Sign Request for the property located north of CTH K, East of STH 57. 2) Sex Offender Ordinance. 3) Joint Plan Commission Update.

 

 

5.  Review/Take Action on a proposed Certified Survey Map (CSM) for SC-1603-53 located at 4709 Edgewater Beach Road.

Cerny directed the Plan Commission to the Staff Report.

 

Discussion followed regarding the implications of a wetland and the low nature of the property.

 

Steve Bieda, Mau & Associates, explained the process he needs to follow with the DNR and the Corps of Engineers.

 

B. Roskams stated that he feels the low conditions on the property could be an issue in the future if driveways are not properly constructed.

 

Discussion pursued on how best to handle the potential stormwater problem. 

 

Motion by D. Herold to recommended approval of the CSM with the condition that a drainage plan be submitted prior to a building permit being issued.  Seconded by B. Fuhr. Discussion regarding filling and how to evaluate the effects of filling and future drainage. 

 

 

 

 

Motion amended by D. Herold to add “a building permit or fill permit being issued”. Bob seconded.  All in favor. Motion carried. 

 

 

6.  Request for Ordinance clarification regarding permitting an amateur radio tower in an A-1 Agricultural Zoning District.

Cerny summarized the request and stated that the Ordinance is currently silent on this issue.

 

Cindy Rucamp, the Realtor listing the property stated that the owner is licensed by the FCC as a Ham radio operator (amateur radio operator). 

 

Discussion regarding FCC regulations, location in the case of the tower falling, and frequency interference. 

 

Consensus of the Plan Commission is that the Ham radio tower is permissible provided that the tower be located within the property limits so as not to fall onto an adjoining property, and that a site plan of the tower’s location be provided to the Town.

 

7.  Review/Discuss future Town Hall / Government Center Plans.

Cerny presented his concept plans on how the Town Hall grounds will be used in the future.  Discussion pursued.  Plan Commission suggested that the Water Utility/Well building be used as a park pavilion in the future.

 

 

8.  Review / Discuss proposed amendments to the Town’s Ordinances

Plan Commission discussed the status of the re-written Zoning Ordinance.

 

Next Planning Commission meeting is on September 27, 2007, at 6:00 P.M.

 

9.  Representative to attend the next Town Board Meeting on September 11, 2007.

B. Roskams volunteered to attend.

 

 

10.   Next Plan Commission meeting is on September 27, 2007.

D. Herold motioned, B. Fuhr seconded to adjourn at 7:45 P.M.  All in favor. Motion carried.
