MINUTES OF TOWN BOARD MEETING (0332)
FEBRUARY 2, 2004
1. Call To Order
The February 2004 Monthly Town Board Meeting was called to order at 7:00 P.M. on Monday February 2, 2004 by Chairman Ullmer. Present were Chairman William Ullmer, Supervisors Cyril Van Laanen, Kenneth Jacobs, Colleen Harris, Jason Horkman, Clerk Don Gibson, Treasurer Richard DeBauche and Constable Lee Baenen.
2. Affidavit of Posting
An Affidavit of Posting was presented by Clerk Gibson. Motion by Jacobs, second by Ullmer to accept Affidavit. Carried.
3. Review/Take Action on Minutes
Minutes of the January Meeting were read by the Clerk. Motion by Van Laanen, second by Ullmer to approve the minutes as read. Minutes of Plan Commission were reviewed. Motion by Ullmer, second by Van Laanen to accept the minutes as presented. Minutes of Zoning Board of Appeals were reviewed and filed.
4. Public Input
Motion by Ullmer, second by Jacobs to open meeting for public input. Carried.
A Steve Wirtz asked if there will be a redrawing of names of supervisors after the primary election. Yes, candidates will be notified by mail.
B. Betty Kossik--Hi-Speed Internet is not available on portion of Bay Settlement Road.
from Century Tel. Discussion followed on hi-speed service.
C. Tina Geronimi--Can you license more than 3 dogs?. If not, can you have a kennel
license in residential zoned area?
D. Steve Dallaire--Will the road that was Sturgeon Bay Road north of Champion Road
be renamed now that road construction is complete? Yes, it will become part of
Bay Settlement Road. Will the Town maintain the privately owned street light near the
end of the Street?
E. Danford Anderson-- Will the ditches on the east side of the north end of Edgewater
Beach Road be improved? Road improvement plans will be completed in spring.
F. Ken Jacobs--What is the status of the dog problem on Nicolet Road? After discussion
by Town Chairman, no problems since the last meeting.
Motion by Jacobs, second by Van Laanen to return to agenda.
5. Review/Take Action on Pay for Committee Members
Ullmer and Bill Roskams reviewed pay procedures and recommended that committee members pay be at $40.00 per diem with approval by the chair of each committee. Discussion followed on the role of the Secretary position on each committee and the need to pay committee members. Further discussion followed on the costs and need for administration. Motion by Ullmer, second by Van Laanen to pay members of the Plan Commission, Zoning Board of Appeals and the Joint Plan Commisssion $40 per diem as recorded on vouchers and approved by the chair of each committee retroactive to Jan. 1 2004. Vote: Yes-5, No-0. Carried.
6. Take Action to Approve Street Lights at Intersections
Wisconsin Public Service has provided an estimate of $1483.04 to provide power to
proposed street lights at the intersection of Cty A and T. Motion by Ullmer, second by Van Laanen to approve the estimate and authorize installation of the street lights. Vote: Aye-5, No-0. Carried.
7. Review Request of New Franken Sanitary District to Approve Wequiock Creek
Interceptor.
Motion by Horkman, second by Jacobs to table until a future meeting.
8. Take Action on Request to Approve Parking on Bay Settlement Road/Church Road.
Discussion on removing No Parking signs during church services. Motion by Ullmer, second by Harris to leave the parking restrictions as they are. Discussion followed on procedures for enforcement. Vote: Aye-5, No-0. Carried.
9. Take Action on Club Chalet Request for a Sign.
Club Chalet has asked for permission to install a sign to provide directions to the supper club. SH57 construction has made it difficult for customers to find the road to get to the Club Chalet. The property would be located on the Janis Zimmerman property on the east side of SH57. Motion by Horkman, second by Ullmer to approve a temporary sign for one year that provides directions to the Chalet. The sign must be approved by the Wis. Dept. of Transportation. Vote: Yes-5, No-0. Carried. This sign is considered a construction sign.
10. Policy on Additional Garbage Containers.
If a garbage container is lost or damaged, Waste Management will replace the first one at no cost. Discussion followed on a monthly charge of $10.00 for each additional container. No action taken. Tabled for further review.
11. Take Action to Name Streets and Change Addresses for Properties Affected by
SH57 Construction.
Discussion followed on the need to rename streets that have been affected by the reconstruction of SH57. Various names that were proposed have been reviewed with the coordinator of street names at Brown County Planning Commission. Motion by Ullmer, second by Van Laanen to rename the streets as follows:
Sturgeon Bay Road north of intersection with Cty K is Bay Settlement Road.
Sturgeon Bay Road from intersection with Cty A to Cty T is Nicolet Drive.
Bowers Road west of SH57 is Nicolet Circle.
New Town Road north from Cty T is Bayshore Park Road.
Vote: Aye-4, No-0 Abstain-1. Carried.
12. Take Action on Bay Area Humane Society Agreement.
Ullmer reviewed proposed agreement submitted by the Bay Area Humane Society that defined conditions and costs to provide care for stray cats and dogs. Motion by Jacobs, second by Horkman to approve the proposed agreement. Vote: Yes-4, No-1. Carried.
13. Reports by Town Board Members and Committees.
1. Update on status of stray dog complaints on Nicolet Road.
2. A listing of locations and types of street lights was provided.
3. Update on status of grant request for improvement to Bay Settlement Road. Bids
would be let in spring of 2007. Options need to be reviewed. Information meeting at
7:00 P.M. on February 24.
14. Treasurers Report
Treasurer DeBauche provided a summary of available funds of $292,287.81. This balance matched the balance reported by the Clerk. Receipts of $5,004.13 and disbursement of $50,340.54 were reported. Motion by Horkman, second by Ullmer to approve the reports. Carried.
15. Adjournment
Motion to adjourn by Horkman, second by Jacobs. Adjourned at 9:25 P.M.
